Overview
Justin Fraser is an NPC that players encounter in the final Rising Healer quest, Rising Healer: Reunited. He is the starting point for the quest and can be found in a back alley in Shade Alley. While Justin may seem harmless, players will quickly learn the truth about him. He attempts to ask the player for help and upon accepting, quickly turns on them and successfully robs them. He even mocks them a bit by saying, “Didn’t your mom ever teach you about stranger danger?” While Justin is no friend to the player, he does lead them directly in the direction of Via Oxley who ultimately ends up healing them.
