Law Overview
Monitoring the Use of Magical Transportation
Anyone who plans to use any type of magical transport must make sure they are abiding by these rules:
Use of magical transportation should not be seen by Unmagicals;
If using Appareon, one must have an up-to-date licence;
Other methods of transportation (such as Warp Keys and the Fire Dust Network) must be registered with the Ministry;
Warp Keys, Appareon and the Fire Dust Network can only be used with the approval of the recipient at the arrival location;
Those that choose to break this law may find themselves with hefty fines.
History
As the use of magical transport slowly increased, there was a need for it to be heavily monitored in order to protect the safety of people, locations, and countries. More often than not, wizards would be found creating Warp Keys themselves that could take them just about anywhere. Because of this, Augustine Faulkner, an employee in the transport department of the Ministry, decided that there should be some regulation in place when it came to using transport.
Due to directly working with transport, Augustine experienced firsthand the kind of situations wizards get themselves into when there are no regulations. To avoid this, he came up with a draft of the law in 1898 in hopes of getting it passed as soon as possible. Unfortunately, wizards were not happy at the idea of their travel being regulated. Many believed that this law was a coverup to allow the Ministry to track and spy on what they were doing. As a result, the law did not get passed the first time around.
After the law had been rejected, cases involving transport began to appear in the papers more often. One example was from a young man named Norman Melton, who overused Fire Dust shortly after its creation. Constant articles like these started to bring awareness to the dangers of magical transport when it was not correctly monitored. Crowds of wizards began gathering outside of the Ministry in hopes of regulations being put in place.
Releasing his opportunity, Augustine returned to the Ministry in 1908 with the improved law. To stop the crowds of wizards, a session was held later that day to see if the law should be passed or rejected. Fortunately, after seeing so many medical cases, many did not disapprove of the law. The unmonitored access to different magical transports had caused a lot of issues in families. Within no more than five minutes, the law had been successfully passed, and the finer details were being worked out. As the main supporter of the law, Augustine spoke to the crowd of wizards outside to placate them.
Once the law had been passed, many new roles were created in the Ministry, including a Fire Dust coordinator in 2007. The successful implementation of this law led to fewer issues with magical transport, though these issues continue to always exist.
Modern Day
To this day, the usage of magical transport is still heavily monitored and scrutinised by Ministry employees. On some occasions, wizards have tried to repeal the law, but it has not been successful. As new modes of transport are added, the law is updated to include them in their regulations.
Impact on Gameplay
Fire Dust can be used in-game to travel to a set list of locations, mainly towns, and each location must first be unlocked before it can be travelled to. This act prevents the use of Fire Dust to travel to other individual fireplaces on the map.
